FDA export certificates
The FDA issues several export documents that foreign regulators ask for: the Certificate to Foreign Government (CFG) for products legally marketed here, the Certificate of Pharmaceutical Product (CPP) in the World Health Organization format, the Certificate of Exportability, and Non-Clinical Research Use Only certificates.
These are federal documents, which decides everything about how they're authenticated. Only the U.S. Department of State can apostille them. A state Secretary of State cannot, and the FDA does not apostille or notarize its own certificates.
Two rules that get FDA certificates rejected
Print in color. Since the FDA moved to electronic export documents for devices in 2024, certificates arrive as downloadable PDFs. The Department of State will only apostille certificates printed in color, and the download window is limited, so save the file the day you get it.
Send the attachments. A CPP is not apostilled without its accompanying attachments, and the certificate number has to appear on each attachment page. Missing attachments are one of the most common reasons a package comes back unprocessed.
Why our federal apostilles come back faster
Mailing a federal document to the U.S. Department of State and waiting for it to come back takes five weeks or more. That is the queue most services sit in, because they post the request and wait like everyone else.
We have a team in Washington, D.C. that hand-delivers the request and collects the finished apostille in person. That is what brings our federal turnaround down to 10 to 15 business days instead of five weeks or more.
You do the local part here: fingerprinting, the FBI check, notarization if your document needs it. Our D.C. team handles the federal counter. Nothing is mailed into a queue and nothing sits waiting for a postal round trip.
Corporate documents for opening an entity abroad
Setting up a subsidiary, branch, or distributor relationship usually requires authenticated corporate records: a certificate of existence or good standing from the Oregon Secretary of State, articles of incorporation or organization, bylaws or operating agreements, board resolutions, and a power of attorney naming someone to act locally.
Documents the state issued are apostilled by that state. Documents your company produced, such as resolutions and powers of attorney, are notarized first and then apostilled by the state where they were notarized. We handle both halves, including notarizing at your office when your officers sign.
Clinical, regulatory, and quality documents
Ethics committees and foreign regulators often ask for authenticated investigator credentials, medical licenses, CVs, site agreements, quality certificates, and ISO or GMP certificates issued by a private certifier. Private certificates aren't state records, so they're usually notarized as true copies first and then apostilled.
Tell us who is asking and what they said, word for word if you have it. The wording of the request usually tells us which office has to issue the certificate and in what order.
Countries that don't accept apostilles
For the United Arab Emirates, Qatar, Kuwait, Egypt, and other non-member countries, an apostille is the wrong instrument and will be rejected. Those documents need U.S. authentication followed by legalization at that country's embassy, and sometimes a final attestation once the document arrives.
If you're registering a product across several regions at once, we sort the documents by destination so the Hague countries and the legalization countries move on separate tracks instead of holding each other up.
Working with your regulatory team
We work from your list. Send the certificate numbers, the destination countries, and your deadline, and we'll confirm what each document needs and what it costs before anything ships.
We can notarize at your office for board signings, take fingerprints for employees relocating overseas, and arrange certified translation and tracked international shipping, so the whole chain runs through one point of contact.
What we can't do
We aren't attorneys or regulatory consultants. We can't advise on product registration strategy, draft corporate documents, or tell you which certificate the FDA should issue. We prepare, notarize, and courier the authentication requests once you know what you need.
Everything in one place
Fingerprinting, the FBI background check, notarization, witnesses, certified translation, the apostille or authentication request, passport photos, and tracked shipping are all done by our own team, in our own offices.
That matters because these steps have an order. A translation done before the apostille usually has to be redone. A document notarized in the wrong state cannot be apostilled here. When one team handles the chain, those mistakes do not happen, and you make one call instead of coordinating four businesses against one deadline.

Other languages
Each language has its own page with document types and rules.
Translation languages
A document in another language usually needs a certified translation as part of the process.

Questions about corporate and life sciences authentication
Why is your federal apostille faster than mailing it myself?
Because we do not mail it. Our team in Washington, D.C. hand-delivers the request to the U.S. Department of State and collects the finished apostille in person. Mailing takes five weeks or more; our courier service runs 10 to 15 business days.
Who apostilles an FDA Certificate to Foreign Government?
Only the U.S. Department of State. FDA certificates are federal documents, so a state Secretary of State cannot apostille them, and the FDA does not apostille or notarize its own certificates.
Can a digital FDA certificate be apostilled?
Yes, but it generally must be printed in color, and the download window after issuance is limited. Save the PDF the day it's issued and tell us before you print.
Why was our CPP returned unprocessed?
Most often the attachments were missing or the certificate number wasn't on each attachment page. A Certificate of Pharmaceutical Product is not apostilled without its attachments.
How long does the whole process take?
Our courier service is 10 to 15 business days. FDA issuance and Department of State processing are separate lead times set by those agencies, and they're usually the longer part. Plan backward from your distributor's deadline.
What about the UAE, Qatar, or Egypt?
Those countries don't accept apostilles. Documents need U.S. authentication, then embassy legalization, and sometimes a final attestation in country. We price that by quote.
Can you notarize board resolutions at our office?
Yes. An on-site visit is $90 within 5 miles of our Beaverton office, plus $10 per notarial act and mileage beyond 5 miles.
Do you offer volume pricing?
Yes, for companies sending several certificates or filing in several countries at once. Call (971) 514-3743 or email info@oregonapostillefingerprintingnotary.com with your list.
