Why cards and not live scan
North Carolina accepts electronic fingerprint submissions only from North Carolina law enforcement agencies, and the SBI does not take electronic submissions from other states. That is why an Oregon live scan cannot be transmitted to North Carolina.
We are not authorized to transmit electronically to the NCSBI, and neither is any other private provider outside North Carolina. What we can do is roll clean FD-258 cards that the receiving agency accepts by mail.
Child care and DCDEE
The North Carolina Division of Child Development and Early Education requires fingerprint impressions on the form it designates, which for out-of-state applicants is an FD-258 card. Live scan is an option inside North Carolina, not a requirement, so a card is a valid route when live scan is not available to you.
Bring the DCDEE forms you were sent. The name on your card has to match the name on everything else you submit, and the card has to carry the ORI number, reason fingerprinted, and agency address exactly as your instructions state.
Other North Carolina agencies
Licensing boards across North Carolina accept mailed cards from applicants living out of state, including medical, counseling, insurance, and education boards. Each one has its own form, ORI number, fee, and mailing address, and several ask for two cards rather than one.
Read your instructions before your appointment and tell us what they say. If they name a code, we print it on the card.
What to have with you
Your photo ID, the agency's instruction sheet, and the release or applicant information form they sent. If the agency supplied its own blank cards, bring those. The North Carolina SBI stopped supplying blank FD-258 cards in 2020, so most people need us to provide them, which we do.
Check the fee and the mailing address on your instructions before you send anything. Cards mailed to the wrong office are returned, and some agencies say plainly not to mail cards directly to the SBI.
What we can and cannot do
We roll and complete the cards, check every impression, and give them to you ready to mail. We do not transmit to the NCSBI, we do not mail on your behalf unless you ask us to arrange shipping, and we cannot tell you what a background check will show.
If a card is rejected for print quality, our archive service covers the reroll without a new appointment fee.

Questions about North Carolina fingerprint cards
Can you submit my fingerprints electronically to North Carolina?
No, and neither can any other provider outside the state. The North Carolina SBI accepts electronic submissions only from North Carolina law enforcement agencies. Out-of-state applicants send FD-258 cards by mail.
Does DCDEE accept fingerprint cards?
Yes. The Division requires fingerprints on the form it designates, which for out-of-state applicants is an FD-258 card. Live scan is an option within North Carolina rather than a requirement.
How much does it cost?
$55 per card, or $75 rolled in ink, with additional cards at $30. The North Carolina agency's own fee is paid to that agency.
How many cards do I need?
It depends on the agency. Several North Carolina boards ask for two. Check your instructions and tell us when you book.
Where do I mail the cards?
To the address on your agency's instructions. Several agencies state clearly that cards should not be mailed directly to the SBI, so follow the sheet you were given.
What if my card is rejected?
Call us. Our archive service covers a reroll without a new appointment fee. The agency's own resubmission fee is set by them.
