How remote I-9 verification works
Your employee completes Section 1 by their first day. Within three business days of starting, they meet us in person with their original documents. We examine the documents, complete and sign Section 2 as your designated authorized representative, and send the finished form back to you the same day.
USCIS allows employers to designate almost anyone as an authorized representative, and lists notaries public among the examples. We follow your written instructions and the document lists in the USCIS M-274 Handbook.
This is not a notarization
When we complete Form I-9 as your authorized representative, we are acting as your agent, not as a notary. We do not apply a notary seal to Form I-9, and no notarial certificate is attached. That's the correct handling: a notary seal on an I-9 is a common error.
Because of that, our fee for this service is a service fee, not a notarial fee.
What the employer stays responsible for
The employer remains liable for the accuracy of the form and for any violations, even when a representative completes Section 2. Send us your written instructions and review the completed form when it comes back.
We're not attorneys and can't advise you on immigration or employment law. For questions about your I-9 program, E-Verify enrollment, or an audit, talk to your employment attorney.
Hiring several remote employees
If you're onboarding a group, we can schedule back-to-back appointments at your site or ours. Tell us how many people and where they're located, and we'll quote the visit rather than charging the mobile rate for each person.
Why employers use us
We already handle fingerprinting and background checks for Portland-area employers, so an I-9 appointment can run alongside mobile fingerprinting or an FBI background check at the same visit. We're also a COBID-certified MBE and ESB vendor, Oregon Certification #13409, which can count toward public agency contracting goals.

Questions about I-9 verification
Can a notary complete Form I-9?
Yes, as the employer's authorized representative. USCIS lists notaries public among the examples of who an employer may designate. The notary is acting as the employer's agent, not performing a notarial act, so no notary seal goes on the form.
Do you notarize Form I-9?
No, and no one should. A notary seal does not belong on Form I-9. We complete and sign Section 2 as your authorized representative.
How fast does this need to happen?
Section 2 must be completed within three business days of the employee's first day of work. We offer same-day appointments.
Who is responsible if something is wrong on the form?
The employer. Designating a representative does not shift liability, so send written instructions and review the completed form.
Can you verify documents over video?
No. We examine original documents in person. The DHS alternative procedure that allows a live video examination is only available to employers enrolled in E-Verify and in good standing, and the employer conducts it.
How much does I-9 verification cost?
$50 per employee at our Beaverton office. If we travel to your employee, add a $100 travel fee, plus mileage beyond 5 miles of our office. When several employees need verification we quote the visit instead of charging travel for each person.
